SEND Cluster Model: What You Need to Know

Starting in September 2025, Stoke-on-Trent will pilot the SEND Cluster Model in the Central locality.

Our new approach brings schools together to strengthen support for children and young people with SEND through collaboration, early intervention, and shared problem-solving.

Each cluster will receive a devolved budget from the High Needs Block, giving schools greater flexibility and accountability in how funding is used to meet pupil needs.

Key Details:

  • 30 schools are taking part in the initial pilot. Schools not currently involved will be kept informed as the model grows.
  • Schools can request funding for:
    • Individual pupil needs (via referral forms and costed provision maps)
    • Project-based work (via project referral forms)
  • Cluster meetings will be held virtually, every half term, from 09:30 to 13:00, with one optional face-to-face meeting per year.
  • SENCOs and inclusion leads are central to the process, offering peer support and challenge.
  • Each cluster will be chaired by a nominated Headteacher and supported by a council-led team, including Educational Psychology, SENMAS, and Inclusive Learning Services.
  • EHCP processes remain unchanged, but funding amendments will be reviewed within cluster meetings to ensure they align with pupil needs.
