This page contains resources from the recent SEND Cluster Model webinar, held for school leads and SENDCOs in the Central Locality on 15th September 2025.
The session introduced the principles of the cluster model, outlined how funding and referrals will work, and shared plans for the first meeting on 16th October 2025. We also discussed how schools can collaborate to improve outcomes for children and young people with SEND.

FAQs
What is the size of the cluster?
All 29 schools in the Central Locality will attend the first meeting. We may adapt the structure in future based on learning from the pilot.
How will the funding be shared?
The cluster will decide how to allocate funds. Options include targeted high-cost projects or broader support. Capital funding has specific restrictions, but decisions are flexible.
Does this replace the EHCNA process?
No. EHC needs assessments continue as usual. You may choose to explore cluster funding first, but there’s no requirement. In future, paperwork may be aligned to create a pathway into EHCNA.
How was this project developed?
We drew on models from other LAs (e.g., Staffordshire, Kirklees, Southampton) and worked with headteachers, MAT CEOs, SENDCOs, and school staff over the summer term.
Can meeting dates be changed if they fall on a non-working day?
Yes. We’ll discuss future dates at the first meeting. If the SENDCO can’t attend, another representative from your school or MAT is welcome.
What will constitute a decision?
Decisions will be made by vote. Support and training will be available to help schools feel confident in decision-making.
